JC Lofton on U St, Field Tailors or Everard Clothers in G’Town, and Geoffery Lewis are good places to start.

I had this job done by a georgetown cleaners (the one around L and 13 NW) for about $25 as I remember. Unless the anon is seriously stuck up about how he gets chinos tailored, its a pretty easy job for a seamstress.
